should be permanently allotted to their posts and that

suitable residences should in due course be allotted to the

posts of Secretary for Chinese Affairs and Financial Secretary.

It is not thought desirable to make a definite allotment of

the quarters at present permanently occupied by the present

holders of those offices. Mr. North occupies a house in

Severn Road which is inaccessible by motor car and is

therefore not generally popular, while Mr. Caine has taken one

of the Government flats as no suitable house was vacant on

his arrival. Allotment of permanent houses to these two

officers would be made as soon as suitable houses fell vacant.

I am satisfied that there are a sufficiat number of houses

approximately uniform in size, accessibility etc. to

accommodate the five officers referred to but that it would

at present be undesirable to extend the permanent allotment

any further.

I enclose a copy of a circular which has been

issued on the subject.

8. I propose, moreover, to request the Senior Officers'

Quarters Committee in making their recommendations for

allotment, to bear in mind any prospective appointments of

officers entitled to free quarters under the new scales so

as to ensure as far as possible that quarters are available

for such officers on arrival. I hope that this can be

secured by refraining from any permanent allotment of the

house occupied by any outgoing holder of one of the posts in question until his successor has been provided for.
