Dear Markham,
I enclose a copy of correspondence between my Secretary of State and Captain Leonard Plugge,
M.P., about house rents in Hong Kong. You will see
that Mr. Ormsby Gore has told Captain Plugge that a
copy of the correspondence is being forwarded to
Mr. Duff Cooper in order that any necessary considera- tion of the question as affecting particularly the employees in the Naval Dockyard establishment may be
undertaken.
