With reference to my telegram No.145 of the

30th of May, 1938, regarding the refugee problem in

Hong Kong, I have the honour to forward for your

information a copy of a Bill of an Ordinance to

Prevent Evictions, which was passed unanimously without

amendment through all its stages at a special meeting

of Legislative Council held on the 1st of June, 1938.

With the consent of my Executive Council

I considered it necessary to pass urgently this

legislation as a strictly temporary measure in view

of the situation which has arisen since my telegram (No.145 of the 30th of May, 1938, as a consequence of

intensive bombardment of Canton by

bombardment of Canton by Japanese aeroplanes.

Numerous bombing raids over Canton have caused within

the last few days refugees to the number of several

thousands daily to enter the Colony; as many as two

thousand two hundred have come down on board a single

ship and requests for additional express trains are

being received. The effect of this additional tax

on the available accommodation in the Colony would
