Dear Foster,
Following upon a meeting here on the 25th
instant about future policy in relation to the Canton-
Kowloon Railway, I enclose for concurrence or
amendment a copy of the draft of a telegram to the
Governor of Hong Kong.
Would you let me know as soon as possible
whether you have any comments on its terms.
I am writing similarly to Howe (Foreign
office), Jarrett (Admiralty and Hornby (War Office).
