Halifax proposes, provided that Mr. Secretary MacDonald

sees no objection, to authorise His Majesty's Ambassador on

the lines of the enclosed draft telegram to inform the

Generalissimo that their attitude is the same as in the case

of other railways which have been occupied or cut by the

Japanese, and to refer to the general representations which

have been made to the Japanese Government urging them to

recognise and respect British interests in all such lines.

Subject to Mr. MacDonald's views, Lord Halifax does

not consider that representations to the Chinese Government

would be appropriate at the present time.
