I suggest the enclosed alternative to the
draft enclosed with your official letter (F 11285/10648/10)
of the 3rd.
As I thing you agreed, there seems to be no
reason why we should not remind the Japanese of our
interest in the Chinese section of the railway, and of
our ownership of the British section.
e agree that in
the circumstances it would be unwise to raise the question
of payment out of railway revenues towards the service of
the loans; but I do not think that the telegrams must be
read as suggesting this.
