Dear Howe,
With reference to your letter to Gent of
the 28th October, 1938 F 11265/10648/10, I enclose
a copy of a letter which I have received from
Northcote, the Governor of Hong Kong, about the
question of re-establishing a through train service
to Canton on the Kowloon-Canton Railway.
Subject to anything that the Foreign Office
may have to say we propose to tell Northcote in
reply that we are in general agreement with his
views, and approve of his doing what he thinks
expedient to facilitate the re-opening of the
railway, without formally pressing the matter on the
Japanese.
