I think this discussion is largely academic.

For political reasons we may wish temporarily to sus-

pend traffic on the line; but we can do that, if de-

sired, on plea of military exigencies, a plea much

used by the Japanese themselves. In the long run we

shall want to encourage traffic on the line, and we

may find that the Japanese or their dependents are

doing all they know to boycott the railway and build

up alternative lines of communication. We should do

well not to commit ourselves to any interpretation

of the Agreement until the sky is clearer.
