Following received from Kobe:-

a

I am informed that all Japanese tankers have been

warned that they are liable to be commandeered at any

moment. The navy are said to be importing two and half

million tons of oil from California this year. Freight

rates have risen in London four shillings in the last

few days. Source usually well informed. Consul ends.
