I propose to make public announcement/newspapers here that Japanese Government have informed British Ambassador at Tokyo of intention to keep under bombardment road from Anglo-Chinese border to Carton and that accordingly all vehicles using that road will do so at their own risk. If in any particular case however need of a passage by car through the area becomes urgent, British subjects may request this Government to cause British Ambassador at Tokyo to be informed of circumstances of the case. It must be understood however that Colonial Goverment will use its discretion in forwarding such notifications and that in any case such

transmissi on will in no way commit British Ambassador.
