Mr. Howe, Shanghai.

Tokyo telegram No.25.

As area threatened by bombardment is

outside colonial territory Secretary of State

for the Colonies prefers that warning should be

issued by His Majesty's Representative in China

rather than Governor of Hong Kong.

You should therefore issue notification

on lines proposed in Hong Kong telegram No.10

to Colonial Office and arrange with Governor

for publication in Hong Kong press.

Notification should state that British

subjects urgently requiring to traverse area

indicated must inform either the colonial

authorities or His Majesty's Consul-General

at Canton who will use their discretion in

communicating with His Majesty's Ambassador
