As I indicated in my telegram No. 226 I consider we should encourage linking up of Chinese internal communication system with Dura. I have therefore no hesitation in recommending their present proposal to your sympathetic
consideration.
It would probably be desirable to seek some quid pro quo but what form this should take I am not competent to
advise.
