Sir,
I have the honour to refer to a request made to the
Colonial Secretary, Hong Kong, that telegrams being
despatched on League of Nations' affairs be granted the
right of privileged rates by the Eastern Cable Company.
I beg to enclose, herewith, a copy of the reply from
the Government of Hong Kong, dated 14th January, 1938,
informing the Branch Office of the League of Nations that
it did not appear to have any power to certify this right
without the authority of the Secretary of State for the
Colonies.
In this connexion, I might inform you that these
privileges were granted when the League of Nations' Office
was established in Nanking.
I should, therefore, be grateful if the Government
of Hong Kong could be empowered to certify the right of
telegrams on League of Nations' affairs being sent at
privileged rates.
