I am directed by Viscount Halifax to transmit to

you herewith a copy of a despatch from his Majesty's

Minister at Berne, regarding the difficulties experienced

by the International Committee of the Red Cross in the

despatch of medical stores to China.

2. Lord Halifax will be grateful, provided the

Secretary of State for the Colonies sees no objection,

if the Governor of Hong Kong may be instructed to take

such steps as may be necessary to facilitate the regular

passage of these stores through Hong Kong.
