Colonies telegram No 241 of the 22nd August repeated
to Shanghai telegram No.132 Mission at Hankow.
Diplomatic Mission at Hankow asks permission
for Red Cross aeroplane to land here (corrupt group)
and take medical supplies. As Attorney General advises
that this might create precedent I am referring to you
but trust that you will see no objection.
