2 Thank you for your letter 53860/38 of 5th May.
The position is as follows:-
The Violet Peel Health Centre is a wholly official
institution.
The Hong Kong Eugenics League is an unofficial body
which has for some time past had permission to use the
V.P.H. Centre once a week for the furtherance of child
welfare and mothercraft. The League's methods include
propaganda and advice relative to wise contraceptive
measures.
In these circumstances I doubted the wisdom of
sanctioning the advertisement in its full form; I am quite
prepared to 'stand the racket' myself, but I do not want to
be the cause of any embarrassment to the Secretary of State
over a non-vital matter. Personally my sympathies being with
the League I hope that you will reply "Publish and be d----d"!
