7. Your telegram No.21 Ambulance Aircraft.
Further applications have been received for
assembling six dragon rapide aeroplanes, three ambulance,
three passenger, all guaranteed inconvertible for fighting
purposes. Applicants are agents of Central Trustees for
the Chinese Government regarding which Shanghal telegram
805 to Foreign Office refers,
In view of your decision under reference I
propose to sanction assembly of ambulances on the same
conditions but will await your further views before
sanctioning assembly of passenger aeroplanes which of course
could be put (to) military transport use.
