Mr. Cowell opened the meeting by describing

the project which was to be considered. He said that

it seemed fairly clear that from the point of view of

Hong Kong in ordinary circumstances the project would

be of considerable advantage. Though the Colony was

largely dependent upon commerce and transit trade,

it had a small and growing number of industries, and

the present project would add to these and be of

considerable economic value.

As a result of the recent Cabinet decision,

however, it had been decided that completed aeroplanes

should not be exported to either China or Japan from

Hong Long during the present hostilities.
