Assembly of Madame Chiang Kai-shek's aeroplane in Hong Kong.
After consultation with Foreign Office I consider that this
should be treated as an exceptional case outside the general
prohibition on export of assembled aircraft set out in my
confidential telegram No. 123, and therefore unless you see grave
objection, I request that you will permit it to be assembled and
flown to China, subject to assurance from Madame Chiang Kai-shek
that it will be used for purely transportation purposes and
after removal of the machine gun fittings and any other arms
with which it is equipped.
