presumably it would be open to this Government to grant a

still further restricted permission or even to withhold

permission. In any event, it seems advisable that before

considering the matter this Government should be apprised of the views of His Majesty's Government on the question

and of the limits within which this Government is free to

come to a decision on the question raised by Mr. Chen.

I am therefore to request that an early intimation of the views of His Majesty's Government on the questions raised above may be communicated for His Excellency's guidance.
