but they would suggest that the advantages to British trade
of arranging, if possible, that it should be predominantly,
if only just predominantly, under British control should not
be overlooked. The Board note that the Governor suggests
that there might possibly be one factory associated with
British interests and one with American. It occurs to them
that one combined Anglo-American undertaking might in certain
circumstances be more economical, more secure, and more
and more likely
to further the interests of British trade than two competing
undertakings.
