Mr. Gourlie is staying in the Strand Hotel
until November the 15th and according to his present
instructions, he will then proceed to Haiphong to discuss
the matter further with his Company. The impression
I gathered in conversation from Mr. Gourlie was that he
was intensely serious over his proposal and that it was
not merely a hair-brained scheme of his own.

I drew Mr. Gourlie's attention to Article X
of the Burma-China Convention of 1894, whereby no
articles being munitions of war can be exported from
Burma into China except at the requisition of the
Chinese Government. He anticipated no difficulties
arising as a result of this article, since he had had
some experience of similar restrictions in his dealings
with Indo-China. He made the point that in this case
it would really be merely a question of transferring
material from one part of China to another.
