I certainly see no objection to the
proposal and I attach draft telegram for conson.
It seems to me that's
there is much to be said in favour of
permitting the assembly of Madame Chiang Kai-shek's
aeroplane in Hong Kong and little against it,
the although it admittedly conflicts with general
decision not to permit the assembly of aircraft, other than ambulance aircraft, in Hong Kong for
export to China or Japan. Refusal to permit
the aero pave

regarded most unfavourably by the Chinese Govt.,
while I cannot think that the Japanese Govt.
would offer any great objection.
