The Air Ministry have agreed, by telephone,

to the discussion of this matter at an inter-Depart-

mental meeting. They inform me that they will probably

oppose the setting up of the factory in question in

Hong Kong and press for one to be set up in Burma,

though this seems to me to be quite outside the scope

of the present question. However, they were strongly

of the opinion that a member of the Burma Office

should be asked to be present in view of what they

propose to say, and after speaking to you I said that

we should raise no objection.

I have fixed the meeting for next Thursday,

the 28th, at 3 o'clock in the Conference Room. I do

not know whether Sir H. Moore will have returned from

sick leave before then, but if he does he should no

p. doubt see these papers in case he wishes to preside. I presume members of the Economic and General

Departments will wish to be present. The date is

convenient for the various offices concerned, but

it might be as well to confirm by letter. I submit

drafts for conson.
