The aircraft whose assembly in Hong
Kong was permitted in our telegram at 7 were
all ambulance aircraft. The Governor now
reports that applications have been received
for the assembly of three passenger aircraft,
all guaranteed inconvertible for fighting
purposes.
It has now to be considered whether
the assembly of these aircraft is permitted by
the terms of the Foreign Office telegram to
Nanking
