Senior Naval Officer Shanghai's telegrams 19-21 of

January 8th to Commander-in-Chief.

It now appears that objections to allowing neutral

merchant vessels to move on Yangtse is due to policy of

Japanese Government. It would therefore seem desirable that

representations be made at Tokyo as suggested in my telegram

No.9, with a view to despatch of further instructions to local

Japanese naval authorities. Meanwhile movements of British

merchant shipping from Shanghai will be restricted.
