for passage of such vessels by supplying a convoy. It is therefore the earest desire of the Imperial Japanese Favy that vessels of interested Powers taking full cognizance and

appreciation of the above mentioned circumstances will

scrupulously refrain from attempting navigation through the

forced channel freely or in such a way as hay create mis- understanding with Japanese Navy".
