Japanese authorities and again to make clear to them that
the arrangements previously communicated to them constitute
a concession beyond which His Majesty's Government in the
United Kingdom are not prepared to go, and to request them
to take suitable steps to prevent a recurrence of the
incident in question.
A similar letter has been sent to the Admiralty.
