I woulu deprecate sending in an official note yet. Only copy of report received from Hongkong was communicated to Japanese under unofficial memorandum which I handed to Vice Minister for Forein Affairs on January 13th and further copies (now due from Hongkong) will be communicated on receipt. Process of trauslating from this one copy must necessarily take time and will certainly precede exhaustive consideration by Naval authorities. Translation must also be referred to Admiral Hasegawa. All our words have been reserved
in the above-mentioned memorandum.
I am keeping Ministry of Foreign Affairs up to the mark and Vice Minister for Foreign Affairs promised today to let me have an interim reply in the course of the next few days.
