The Japanese reply is, in short, a
refusal point blank to accept the findings of
the Hong Kong Commission and a firm maintenance

their offer to consider compensation for British
subjects involved.
I find myself quite unable to accept the
Japanese version of the facts, and the story told
by the Hong Kong Commission is so revolting that
one has the strongest objection to acceptance of
the Japanese reply. Nevertheless, it seems to me
clear that we are not in a position to bring
