efficacy of the protection in Hong Kong

waters provided by the presence of a

police vessel, apart from the

effectiveness of the intermittent

patrol by a naval vessel, the Governor

territorial waters is desirable and

practicable, assuming that it is still

considered by H.M.G. to be inadvisable

to detach

sufficient naval vessels to

maintain more than the intermittent

daylight patrol at present authorised.
