I have the honour to acknowledge the receipt of your secret despatch of 17th October, 1938, regarding the fishing junks and cargo boats based on Hong Kong which were molested, damaged or sunk by Japanese hostile action during the first six months of the present year.

2. The patrolling of Colonial waters by police launches is already as complete as the existing establishment will permit, and as action by Japanese ships in those waters is almost unknown I do not consider that any increase in the number of those launches would be of

benefit.
