With reference to my secret (2) despatch of
the 28th of April, 1938, regarding the treatment of Japanese residents in Hong Kong, I have the honour to forward herewith for your information a copy of an
account of an interview between the Japanese Consul- General in Hong Kong and the Commissioner of Police in regard to the question of the return of former Japanese residents to the Colony. Subsequently the Commissioner of Police expressed again the same views on this subject to a deputation from the local Japanese Residents'
Association which called upon him.

In view of the increasing activity of Japanese
forces in South China and the treatment accorded to
Hong Kong registered junks by the crews of Japanese war-
vessels, I consider it would be highly inadvisable that
any consent to any general return of evacuated Japanese
residents to Hong Kong should be given at present, and
I have authorized the Commissioner of Police to reply in
these terms to any further enquiries by the Consul-General
for Japan in this matter.
