compensation in respect of hostilities on Hongkong border].
Governor of Hongkong is being instructed to prepare
a claim for compensation and to forward it to Your Excellency.
Please present it as soon as possible after receipt from
Hongkong, provided that you do not feel obliged to call in
question any of the items of which it will be composed.
