In the event of Japanese invasion of Kuang tung
Province or continued strong pressure on South China eg. systematic bombing Hong Kong is certain to be faced with refugee problem on an immense scale:

necessary to devise a scheme to meet that contingency. have received intimation from the Bishop of Hong Kong that christian bodies would organise and administer refugee camps if Japanese Government would agree to demilitarisation of
Because of suitable area in China for that purpose. transportation of supplies it is important that such area should be near the sea and if possible have road and/or rail access. Chungshan County, centre of which is some thirty miles north north west of Macao, has been suggested to me
but other suitable locations could no doubt be found.
If the Japanese Government would agree in principle presumably question would be taken up by British Foreign Office authorities in China but in view of approach made to me and importance of the matter to this Colony I shall be grateful for early intimation British Government's attitude towards it. Alternative would probably be organisation of
vast refugee camp in new territories which is most
undesirable.
