2. Mr. MacDonald would suggest

that, in the first place, Lord Halifax

should, if he sees no objection, ascertain

the views of His Majesty's Ambassadors in

China and Japan on this question, in order

that advice on the likely attitude of the

Chinese and Japanese Governments to such
