this would have to be basis of any
approach to Japanese Government. I
snall be very willing to approve your
obtaining vote from Legislative Council
for financial contribution as soon as
satisfactory scheme is in sight, but I
note that you do not suggest that
Colonial Government should take any
first hand part in administering refugee
area. If, however, it is essential to
formulation of practical scheme, I
consider that there may be matters, e.g.
organisation of supplies or even loan of
medical and other personnel, in which
assistance could properly be given by
Hong Kong Government both in the Colony
and at the site of the arca, if so
requested by Chinese Government.
