I enclose a copy of a letter which I have
addressed to the Editor of the "Times"

CHINESE KEFUGEES IN HONG KONG

HO.G KONG, June 6.
With 100,000 Chinese refugees from Canton
already in Hong Kong, the refugee problem is
extremely difficult, and the Anglican Bishop,
Dr. R. 0. Hall, has asked the Government to
establish a refugee cemp, but the Governor,
Sir Geoffry Northcote, has refused and, it is
understood, has prohibited private action cwing
to disease and other complications. The Bishop
is therefore proceeding to Canton to try to
arrange for a neutral zone in the vicinity of
Macao, which is a Portuguese possession.
I hope that you will see nothing objectionable
in my protest: as you will observe i do not ask for
