I am commanded by the Air Council to refer to
Colonial Office letter No. 53838/2/B/38 of the 14th September, 1938, (with enclosures) concerning the erection
of a camp in Hong Kong territory for Chinese refugees in
the event of a Japanese attack on Canton.
2. In reply, I am to acquaint you, for the
information of Mr. Secretary MacDonald that the Council
would raise no objection to the use of Patheung aerodrome
as a site for a refugee camp should this prove necessary,
on the understanding that suitable measures would be taken
to protect the surface and drainage system of the
aerodrome from permanent damage. I am to state that, as
the Council have no knowledge of Kamtalli aerodrome, they
