With reference to your letter (53838/2/B/38) of the

29th December, 1938, enclosing copy of a telegram from the

Governor of Hong Kong containing proposals for further

restrictions on the influx of Chinese refugees into the

colony, I am directed by the Board of Trade to state that

they do not desire to offer any observations on the measures

proposed by the Governor at (a) and (b) of the telegram

except to suggest that adequate notice of the measures to

be enforced is given to the shipping companies concerned

before their introduc tion.

A copy of this letter has been sent to the Foreign

Office, Admiralty, war Office and Air Ministry.
