Now that the Japanese Military Authorities
Sheel have withdrawn from Bias Bay and from Tama
it
The
seems probable that there will be an increasing
influx of refugees into Hong Kong and the border
regions round Hong Kong, from the north-east. establishment of a refugee camp or camps on the lines
proposed in this telegram is therefore a matter of
urgency.
The main difficulty is likely to be the
promised exclusion of Chinese fighting men, which
will be difficult to achieve in practice and which
the Japanese will no doubt regard as essential.
The nominal consent of the Chinese Government should
also presumably be obtained if possible.
I attach a tentative draft reply for conson.
after discussion with Mr. Gent. Copies of the
telegram have been sent to the F.0. and the Service
Departments, and it will be discussed with the F.0.
as soon as they have had time to consider it.
