I attach copies of telegrams from H.M.
Ambassadors in China and Japan about this scheme.
It will be seen that their reaction is favourable,
though they think it desirable that any approach in
the matter should be unofficial.
I have discussed with Mr. Gent and Mr.
Henderson (F.0.), and a draft telegram is submitted
which is self-explanatory.
The last paragraph was
added after discussion with Mr. Henderson, and I
gather that in addition the F.0. will be willing to

consider a guarantee as to the demilitarisation of
the camp site if the Japanese Government should require
it. It is perhaps best to make no reference to this
at the present stage, however.
