The instructions given as to the naval patrol in

were

Hong Kong territorial waters that the patrol should

not be continuously maintained, as irregular patrols

at uncertain intervals were considered sufficient

to ensure respect of Hong Kong territorial waters by

belligerents.

It would seem from this incident that the

existing measures are insufficient to ensure the

safeguard of British rights within British waters,

and it would seem desirable that the patrol shoula be

strengthened.

instructions.
