Your Excellency,
I have the honour to inform you that I did
not fail to inform His Majesty's Government of the
contents of Your Excellency's Note No.5 of the 12th
January concerning the violation of the territorial
waters of Hongkong on the 11th December by a Japanese
destroyer.

Under instructions from His Majesty's
Principal Secretary of State for Foreign Affairs I
have the honour to inform Your Excellency that His
Majesty's Government have taken note that the Imperial
Japanese Government have dealt appropriately with those
responsible for the unwarrantable proceedings of the
Japanese destroyer in question and have sent in-
structions providing against a recurrence of such inci-
dents.

There are certain points, however, in Your
Excellency's note under reference which are not clear
to His Majesty's Government. Detailed reports, sup-
ported by photographs, have now been received from His
Excellency the Governor of Hongkong, and I have the
honour to transmit to Your Excellency the substance of
His Excellenay
