statement, the details of which were communicated to Your
Excellency under heading two of the enclosure to my Note
No. 67. The Captain adds that the receipt which he signed
on the departure of the vessel from Mako was only for the retum of the ship's papers and his own private papers which had been removed from the ship, and in no way applied to the condition of the vessel or to its other contents.

I note that Your Excellency does not contest the fact that damage was done to the ship by her being driven, on the orders of the boarding party officers, at full speed in a heavy sea, and I sincerely trust that in the light of the explanations on the other points furnished above, the Imperial Japanese Government may see their way to pay the whole compensation claimed.
I avail myself of this opportunity to renew to Your Excellency the assurance of my highest consideration.
