With reference to your letter No 53338/2/37 of the
15th December last, I am directed by Mr. Secretary Eden to
request you to inform the Secretary of State for the Colonies
that provision is being made, in a supplementary estimate on
the Vote for Diplomatic and Consular Services recently submitted
to the Treasury, for the repayment to the Government of Hong
Kong of the expenditure incurred in connexion with the
accommodation and maintenance of British refugees evacuated
from Shanghai and elsewhere.

It is desirable, if possible, to avoid a revote in
1938 of the provision for this service, and to this end it is
essential that a refund of such amount as may be justified should
be made to the Government of Hong Kong before the 31st March
next. I am to request, therefore, that the Governor may be
asked by telegraph to furnish, on the lines of the statement
enclosed in his despatch No.701 of the 15th November last, a
further statement of expenditure to date, together with an
estimate of the probable further expenditure up to the 31st
March. On receipt of this information, steps will be taken for
the transfer to the Colonial Office of an impost for the credit
of Hong Kong funds, pending the submission and examination of
detailed accounts.
