Question of foreign refugees entering
Hongkong.
In view of urgency I have dealt with
matter in following way. If not suitable please
say what you wish done.
(1) Those foreign Consuls who have enquired
have been informed that if they will through
representatives in Hongkong give Your
Excellency undertaking that their nationals
will not become charge on Hongkong Government
I do not think that any difficulty will be
made about landing.
(2) In case of Iraqis I am obtaining guarantees
here against anyone becoming a charge and am
trying to do the same for Egyptians and
Palestinian Jews. Last two classes are in
any case not numerous.
(3) I am not for present issuing visas to those
foreign nationals who require one for Hong-
kong and they have been informed that they
must take their chance of being allowed to
land. This will enable Your Excellency at
any time to limit numbers or require individ- uals to leave Colony immediately. It would
be impossible for us at present to deal with visas for Russians with Chinese passports and without visas they can if necessary be dealt
with as passengers in transit and made to
