appears that the majority of the payments made by
the Treasurer in this connection were for comparatively
large sums and were not subjected to audit scrutiny to
the extent that would have been necessary had the
payments been on account of final expenditure chargeable
to this Government. Such sub vouchers as were
originally attached to the principal vouchers included in the Colony's accounts have since been detached and
sent to Shanghai by the accountant of the refugee
committee together with the accounts. Both the former
chairman and accountant of the committee are now on
leave at home and no further information is available
locally. There remains a balance of $1,656.45 at
credit of the Foreign Office as shown in the statement
attached and I propose to remit this sum to His Majesty's
Consul-General, Shanghai who has requested that any
refund due may be made through him.
