I have the honour to refer to correspondence
16. ending with Mr. Ormsby-Gore's despatch No. 125 of 11th May, 1938, on the subject of expenditure by His Majesty's
Government in connection with the maintenance in Hong Kong
of British refugees from Shanghai and to inform you that
His Majesty's Consul-General at Shanghai has queried certain
expenditure incurred in connection with refugees who were
not British subjects and in most cases were not evacuated
from Shanghai but from other parts of China, including
Hankow and Canton. A list of the cases in question is
enclosed.

The fact that certain non-British subjects from
places other than Shanghai had been taken care of by the
Refugee Committee was stated in the report of the Chairman
of the Committee which was forwarded to the Colonial Office
under cover of the Colonial Secretary's note No. 30/395/1938
of 20th May, 1938, and the Chairman went on to state the
reasons which he considered had justified the maintenance and subsequent repatriation of these persons at the expense of His Majesty's Government through the Refugee Committee.
A copy of relevant extracts from the report is enclosed for
convenience of reference.
