Sir,

I am directed by Viscount Halifax to refer to

Colonial Office letter No.53838/2/38 of the 2nd November

relating to the incidence of expenditure at Hong Kong in

connexion with refugees who were not British subjects.

2.

It is presumed that the refugees in question

were accepted by the Refugee Committee at Hong Kong in

the knowledge that they were not British subjects and had

not been evacuated by the British Evacuation Committee at

Shanghai. In these circumstances it would appear that the expenditure in question could not properly be accepted

as a charge on the Vote for Diplomatic and Consular Services.

The proposal that the Government of Hong Kong

should be reimbursed from the funds of the Imperial Government

appears therefore to be one for consideration by your

department.

A copy of this letter has been sent to the Treasury.
